Absolutely you need to call animal control and also describe the situation in case you need to call cps or another government agency. I think much too often we sit by and let things happen. We all need to protect the voiceless animals and children and it shows the character of that household that medical care was not provided for that little dog and the st Bernard was beaten with a shovel?!? If they are running a daycare, licenses should be checked as clearly those children are not safe either. I am glad you were home to witness this because now those poor creatures have a voice.
